60-year-old man allegedly defiles physically challenged girl in Rivers

A 60-year-old man, Victor Obilor-Elem, has been arrested for defiling a 12-year-old physically challenged girl at Ubima community, in Ikwerre Local Council of Rivers State.

The survivor was allegedly defiled on Saturday, March 5, while the father was out of his house.

But, the victim’s father, Eze Eleonu has called for speedy prosecution of the suspect.

Eleonu said the suspect has been detained at the State Criminal Investigation and Intelligence Department (SCIID).

Narrating the incident, yesterday, Eleonu said upon his return from a short trip, while entering his room, he bumped into the suspect, who was stark naked sitting very close to his physically challenged daughter, who was also naked, prompting him to immediately grab the suspect, before raising alarm.

He said the alarm he raised attracted another neighbour to his compound, who helped in securing the said Victor before the arrival of OSPAC (local vigilance group members) who took him(Victor) to their office and in turn handed him over to the Ubima Police Division.

He said: “ I was coming back from Omagwa and alighted from a motorcycle at the front of my compound. Sighting my compound, I noticed that the door to my house was ajar, which raised my suspicions. “As I approached the room I saw somebody that got up from a chair stark naked. I was able to recognise him immediately, his name is Victor Obilor Elem, one of my brothers.

“I held him and I saw my daughter on the couch with her dress folded slightly above her breasts. So I had to start shouting, calling on people to come and see what Victor did to my daughter.

“We held him before OSPAC, a vigilante group came and carried him to their office. The man was transferred to the Ubima police division and on Monday, the Divisional Crime Officer, (DCO) came and gave me a doctor’s report to go to any government hospital and run a check, and when we went to a hospital, the doctor said there was penetration.

“I need justice. They should charge the matter to court, “ he said.

MEANWHILE, the Centre for Basic Rights Protection and Accountability Campaign has called for thorough investigation into the matter.

A member of the group Gladys Onyenmwen, urged the police to tidy up the investigation to arraign the suspect in court if found culpable.

However, it gathered that the suspect is being detained at State Criminal Investigation and Intelligence Department (SCIID) PortHarcourt, where the matter was transferred to from Ubima Police Division.

At the time of filing this report, the acting Police Public Relations Officer, Deputy Superintendent of Police (DSP), Grace Iringe-Koko was yet to give update on the development, as a she is yet to reply to a text message sent to her mobile telephone number.
